B． For there being的表达不简洁；raised时态错，under way的意为“已经开始并进行或正在进行中”，raised表示已经完成；
C． Had时态错，句中没有强调“过去的过去”，而且raise还在持续；being多余；
D． Correct；
E． raised ；finally（副词）修饰under way（介词词组），看似符合逻辑语义，但是并不符合英语语法中“副词修饰介词词组”的用法规定和使用习惯。
